In accordance with HUD and NJDCR standards, the Company prohibits discrimination based on any protected characteristic, including but not limited to:

4. Uniform and Objective Housing Practices

Consistent with HUD and NJDCR guidance, the Company shall:

  • Apply uniform, objective, and non-discriminatory criteria to all applicants and residents
  • Use consistent written screening standards
  • Avoid policies that result in disparate treatment or disparate impact on protected classes
  • Ensure advertising and marketing materials reflect equal housing opportunity

No housing decision shall be based on stereotypes, assumptions, or preferences related to a protected characteristic.

5. Source of Income & Voucher Compliance

The Company expressly prohibits discrimination based on lawful source of income, as required under NJLAD and enforced by NJDCR.

The Company shall:

  • Accept applications from applicants using housing vouchers or rental assistance on the same terms as all other applicants
  • Evaluate income in a program-compliant and non-discriminatory manner
  • Cooperate in good faith with housing assistance program requirements, including inspections and documentation
  • Refrain from imposing additional conditions, fees, or delays on voucher holders

6. Reasonable Accommodations & Modifications

In compliance with HUD regulations and NJDCR guidance, the Company shall:

  • Provide reasonable accommodations to individuals with disabilities when necessary to afford equal housing opportunity
  • Permit reasonable modifications to dwelling units or common areas, as required by law
  • Accept accommodation requests orally or in writing
  • Engage in an interactive process and respond promptly
  • Maintain confidentiality of disability-related information

The Company shall not impose unlawful fees, conditions, or delays in connection with accommodation or modification requests.

7. Harassment and Hostile Environment Prohibited

Consistent with HUD’s harassment rule and NJDCR enforcement standards, the Company prohibits:

  • Quid pro quo harassment
  • Hostile housing environment harassment
  • Harassment by employees, agents, or third parties where the Company knew or should have known and failed to take corrective action

8. Anti-Retaliation

The Company strictly prohibits retaliation against any person for:

  • Filing a complaint
  • Requesting an accommodation
  • Participating in an investigation
  • Exercising rights under fair housing or civil rights laws

Retaliation is a separate violation under HUD and NJDCR standards.

9. Training Requirements

To comply with HUD and NJDCR expectations:

  • All employees and agents involved in housing operations shall receive fair housing training upon hire and periodically thereafter
  • Supervisors shall receive enhanced training on compliance and complaint handling
  • Training records shall be maintained

10. Complaint Reporting & Internal Review

The Company shall maintain a clear complaint reporting process.

Complaints will be reviewed promptly, documented, and addressed in good faith. The Company shall cooperate with investigations conducted by HUD, NJDCR, or other lawful authorities.

11. Recordkeeping & Cooperation

The Company shall maintain records related to:

  • Applications and screening decisions
  • Accommodation requests
  • Training attendance
  • Complaints and resolutions

Records shall be retained and produced as required by law or regulatory request.

12. Enforcement & Discipline

Violations of this Policy may result in disciplinary action, up to and including termination or contract termination, consistent with Company policy and applicable law.

13. No Admission of Liability

This Policy is adopted to promote compliance with applicable law and regulatory standards. The adoption or implementation of this Policy does not constitute an admission of wrongdoing, liability, or violation of law.
